Article 17 of the Regulatory Reform (Fire Safety) Order 2005 requires you to maintain fire doors in an efficient state and prove it. The Fire Safety Act 2021 extended that duty to flat entrance doors in multi-occupied residential blocks.
The Building Safety Act 2022 goes further: Accountable Persons in buildings over 11 metres must maintain a Golden Thread of building safety information, and your survey report is part of that record.

Each survey covers eight components. Gaps outside FD30 or FD60 tolerances are the most common failure point, but the full inspection runs to:
- Door ID, labelling, and signage
- Gaps and clearances against rated tolerances
- Leaf and frame condition: warping, delamination, unauthorised modification
- Self-closing device: full closure and latching
- Hardware: hinges, locks, latches, handles
- Intumescent strips and smoke seals
- Glazing and vision panels
You receive a written report with condition ratings, photographic evidence, prioritised remedial recommendations, and a certificate of compliance. That certificate is a statutory document, not a courtesy letter.

Level 2 is a visual inspection by a competent person; level 3 is a more detailed technical assessment involving measurement and closer component analysis. For buildings subject to the Building Safety Act 2022 or where door history is unknown, a level 3 survey provides stronger compliance evidence.
How often should fire doors be checked?
